Providing Safe, Reliable Water to Our Community

Dear Wellborn SUD Customers,

As we move into fall, we want to thank you for your continued partnership in helping maintain a reliable, high-quality water system for our community. This newsletter includes a capital project update, a timely reminder about new rates, and a look at how Wellborn is doing its part to protect Texas’ most precious resource—drop by drop.

Reminder: New Rates Now in Effect

New water rates went into effect on October 1, 2025. These will appear on your November bill. As you review your November bill please remember that September and October were dry months and if you were watering your lawn the November bill might be higher than you expected.

The rate changes were informed by a formal cost-of-service study and are designed to support critical infrastructure improvements.

Why this matters:

  • Helps fund the 2026 Water Supply Project and other system upgrades
  • Ensures fairness between high- and low-use customers through our tiered structure
  • Keeps the system sustainable as our community continues to grow

Project Update: Construction Progress Underway

We’re excited to report progress across multiple fronts of the 2026 Water Supply Project, our largest-ever infrastructure initiative. This project will provide greater water independence, meet future demand, and reduce our reliance on emergency sources.

What’s Happening Now:

  • Well Construction: The CID-01 Wells Contract has been awarded to Weisinger, Inc. and approved by the Texas Water Development Board (TWDB). Construction is now moving forward.
  • Treatment & Storage Facilities: Bids for the CID-02 Facilities Contract were received in September. The Board approved the contract with Dudley Construction and work will begin once TWDB approves the award.
  • Pipeline Work: Final design updates are underway, including a cost saving option to use high density polyethylene (HDPE) pipe. TWDB approval to bid the project is expected by the end of the year.

We’ve secured $46.9 million in funding so far and submitted a bond application to the Texas Commission on Environmental Quality for an additional $61 million.

We’ll keep you posted as each phase progresses.

Every Drop Counts: Progress Here, Pressure Across Texas

Thanks to your efforts—and some generous rainfall—water use this year has remained lower than in 2024. That’s great news for our system. Thanks to those of you that have reduced your water use.

But across Texas, the story is more urgent. A recent report by The Texas Tribune highlights that our state’s water supply is at risk due to rapid growth, aging infrastructure, and climate volatility.

Here at Wellborn SUD, we’re staying ahead by:

  • Investing in long-term supply through local well development
  • Encouraging conservation with tiered rate incentives
  • Monitoring usage trends and precipitation carefully

Even in a wet year, smart water use is one of the most powerful tools we have to reduce costs, delay expansion needs, and protect future supply.

Let’s keep the momentum going:

  • Use the customer portal to track your water usage.
  • Turn off irrigation during rainy weeks.
  • Inspect for leaks indoors and out—especially before winter.

After 35 years of extraordinary service, Julia Skrivanek has retired from Wellborn Special Utility District. Julia began her career with WSUD in 1990, when the system was much smaller—and less automated! Over the decades, she’s done it all: from reading meters in the field to answering emergency calls from her home during the freeze. Her dedication, compassion, and deep knowledge have shaped WSUD into the utility it is today.

Julia didn’t just serve customers—she cared for them. Whether helping with water issues or checking in on neighbors, Julia always went the extra mile. She’s been a steady hand through change, a trusted colleague, and a friend to many.

On behalf of the Board, staff, and customers: thank you, Julia. Your service leaves a lasting legacy.
